It's confusion time again

It's confusion time again on my annual report form.  I'm trying to figure out which year the section described below references, the fiscal year just ended, or the current one.  The use of the words 'prior' and 'this' in this section is what makes it confusing.  Any help out there?

From reporting form:

17. Statement of Funds - Operating and Capital Funding Received
from the Operator and Whether Any Fund were carried forward from prior
year.

From instructions V1 Jan 2006:

17. Statement of Funds – (8.422(H)) In an effort to get an idea of the funds the AMO is working with in this fiscal year, provide a statement of total operating and capital funding received from the operator for this fiscal year and whether any funds were carried forward from the prior year. Specify:

•    (a) Indicate funds that carried forward from the fiscal year prior to this annual report period (line one).
•    (b) Enter Operating funds received in this fiscal year from the operator (line two).
•    (c) Enter Capital Funding received in this fiscal year by the AMO from the Operator (line three).

I have finished this report. 

I have finished this report.  What I found is when I submit or accidentally hit the return key the numbers disappear.  So I go back and do it again and accidentally hit the return key (which must submit it) and the numbers again disappear.  Can we have a system that when you submt it everything stays on the document?

Anyways you are working on another fom.  I hope it is less redundent that this form.
