The most recent amendments to Vermonts cable television statutes were approved by the Vermont legislature in April 2005. The purposes of Vermonts Rule 8.000 rule are:
1) to promote the availability and use of local public, educational, and governmental content in a manner consistent with the development of cable technology and federal law by providing parameters for franchise renewal negotiations, for negotiations between cable operators and existing or proposed Access Management Organizations, and for resolution of disputes by the Board; and
2) to clarify the obligations of and relationship between cable operators and Access Management Organizations with regard to meeting cable-related community needs, and to establishing and administering PEG channels and facilities.

Rule 8.401 outlines the general obligations of the cable operators and 8.419 outlines their reporting obligations. Rule 8.422 details the annual reporting obligations of Vermonts access management organizations (known as "AMOs"). This annual reporting form follows the rule and responds to each of the information requests specified in Rule 8.422.
Vermonts AMOs are required to prepare this annual report within four months of the end of their fiscal year and to file a paper copy with the Vermont Public Service Board, the Vermont Department of Public Service and their cable operator.
