FFMPEG & NORMALIZE Flags

As our demand for the VMX increases and we are transcoding multiple files almost non-stop, I'm seeing the need for transcoding on multiple computers. I guess my question here is, what are the current basic command lines and flags used with FFMPEG and NORMALIZE (and possibly even mp4creator & mp4info) to create the actual VMX compliant MP4/H.264 files? While I feel it's important to always use the VMX App by default, I find myself tieing it up constantly with 3-5 hour long meetings that I could transcode elsewhere on multiple computers. I appreciate any and all help you could give me! I just need a standard set of flags to adhere to, and I will gladly comply to it! Many thanks in advance, Buddy Meilleur

MP4 @ 3Mb/s (note: not MB/s)
MP4 @ 3Mb/s (note: not MB/s) - (if your app uses Kb/s then it would be 3000, not 3072)
640x480
224 kb/s audio at 16bit - 48KHz (stereo or mono)
no fast start, no compressed header
