definition of "broadband"

As Vermont moves forward with it's "e-state" initiative, I'd like to know that what lawmakers mean when they say "broadband" is a more progressive definition than merely extending DSL connectivity to every address in the state.

I would love to see the state do a type of build-out that is similar in technology and financing structure to what the city of Burlington is doing with Burlington Telecom. A fiber-to-the-home network throughout the state would make Vermont an economic force to be reckoned with and the folks at BT seem to think it's feasible to replicate their model on a state-wide basis.
